That makes the country a technical question rather than a budget one: how far your users sit from the metal, and which law reaches the disk. The locations index lists cities and round trips. Eighteen countries and half the network. Frankfurt and Amsterdam sit on DE-CIX and AMS-IX and reach the most European eyeballs in the fewest milliseconds; everything else is a jurisdiction choice — Swiss law in Zurich, Icelandic in Reykjavík, outside the EU in Chișinău.

Two countries, three sites, and the thinnest coverage we have. Dubai is the default. Fujairah is for traffic that should not touch the Dubai metro at all. Istanbul serves Turkey and the Caucasus. Africa is reached from Lisbon, Paris and Dubai.

Start with the round trip
Pick the country your users are in, not the one you are in. Every site costs the same, so there is nothing to trade away. Each site page runs a live latency test and the locations table lists median round trip from residential probes inside the metro — measure before you decide.
Then ask which law reaches the disk
The law that applies is the law where the metal physically sits, not where the company is registered. Zurich for Swiss data-protection law, Reykjavík for constitutional speech protections, Chișinău for sitting outside EU instruments, Toronto when data must not leave Canada. Tor exits are permitted in four sites, named.
Then check stock
Stock is per site. Zurich, Dublin, Hong Kong and Mexico City are marked low, which means the plan you want may not be buildable there this week. A site drops to low stock when we stop selling on hosts drifting past 3% steal — a quality signal, not a sales one.
When none of it matters
A VPN exit, a Tor middle relay, a Git mirror, an uptime probe, a backup target, a build runner: nothing in that list has users waiting on it, and jurisdiction only matters if the content does. Pick whichever site answers your pings fastest and stop thinking about it.
