Arelion, Cogent, GTT and Lumen take what is not peered. Scotland and the south-west sit within a few milliseconds of that figure; Manchester exists for the north-west, not because London cannot reach it.
The trade-off
In November 2019 a fabric fault at LINX LON1 put intermittent loss on peered routes for an hour and a half. Traffic moved to transit within nine minutes. One exchange was never enough here; we have peered at LONAP since.
