The legal picture
Mexico's federal data protection law for the private sector applies, in a version reissued when the INAI was wound up. Supervision moved out of an independent commission and into the federal executive, where it now sits with the Secretaría Anticorrupción y Buen Gobierno; as of writing the arrangement is new and still bedding in. There is no general retention mandate on hosting providers; the telecommunications retention rules are aimed at concessionaires. Copyright complaints have a statutory notice-and-counter-notice route; anything further goes through a court.
